I don't think it is considered okay for girls to stuff their bras. Haven't you ever seen in the movies and TV shows where the pre-teen girl is running (usually playing soccer, for some reason) and the tissue paper falls out and everybody laughs? I always thought it was considered pretty lame.
Push-up bras, though, are a different story. I don't really understand why those things are considered okay but other forms of breast-enhancement are not.
