It has to do with how the decibel scale works. Its not a scale in the traditional sense.

A sound 10 decibels louder is basically 10 times as loud. Kind of. Not really.

A sound 1100 decibels loud would be so powerful that it would create a black hole due to the massive amount of energy being released.

The milkyway galaxy produces around 10 to the power of 36 watts at any given moment. This is the equivalent of 390 dB.

The entire observable universe brings that up to around 500 dB.

In the 13 billion years following the big bang not enough energy has been released to be the equivalent of 1100 decibels. If you released all of the energy in all of the matter in the entire observable universe it wouldn't come close to an equivalent of 1100 decibels of energy.

A sound 1100 decibels loud is essentially arbitrarily powerful. If you typed "infinite" into the equation and somehow got it to work it would have around the same effect.

A sound that large would literally destroy the universe.

Sort of right. Sound is a pressure wave and exerts a pressure onto objects it passes. Someone worked out how much pressure causes matter to collapse into a black hole and how much sound pressure would cause that.
Its a nonsense 'fact' because a) sound doesn't exhibit linear properties at very high amplitudes (150+ dB) and b) generating a sound like that is physically impossible.
Sating "If you *perform impossible feat* then *fucking anything* will happen." is utter meaningless nonsense.
