Maybe you should study up on current foreign health care systems. In Canada, if you are sick, your chances on receiving medical aid completely rely on how useful you are to the government. So basically most people in canada don't actually have the privilage of government or individual run health care, instead they simply suffer until they either die or recover naturally. Or they move to the U.S. And btw, its impossible to concentrate on "wellness" as it is not a word and also impossible to make a vaccine for diseases that haven't even happened yet.
