 I think it was the people who continued watching past the early first season where it was kinda shit outside of the actions scenes.  Honestly, people like it for the same reason people like hellsing The bad writing, acting, animation, plot design, character developement etc. all make it really easy to focus on the fight scenes. and there are some really cool fight scenes if you can ignore the shitty animation #24 -
