Most programs run on only one thread (a single linear sequence of instructions). Making software that runs on more than one thread (parallel processing) is possible, but difficult, and only usually works if certain parts of the program are very independent of each other. The software will still have a certain maximum supported number of threads. I know of no games that use more than 3 threads.
The i5 and i7 both have four cores. In the i5, each core runs 1 thread at a time. In the i7, each core can multitask between two threads if each of the threads doesn't need much processing power. So the i5 has 4 threads and the i7 has 8. If your game only uses 3 (and you throw everything else in the background onto the 4th), why pay $100 for 4 threads you will literally never use?

Also, the multitasking on the i7 cores can actually prevent it from focusing on a single thread, causing that thread to slow down. In many games, the i7 will actually run slower than the i5. Disabling hyperthreading cures this, but then you've turned off the very feature you shelled out for.

A thread is a sequence of programmed executions. dumbed down to something even i can understand, when you run a program it takes up a thread on your CPU. with more threads, you'll allow this program to use more threads, and run more executions at the same time. With Core I5's you get 4 cores that are able to handle 4 threads, 1 thread per 1 core. I7's got virtual Hyper Threading, which allows a core to take up 2 threads for 1 core. Since games usually prefer raw computing power instead of more threads, they rarely benefit a lot from hyperthreading when you get over 2 cores.

Your question is very unclear and makes no sense.
CPU Power is not just one slider.
You have cores, threads, clock speed, all sorts of factors. Some games like to have more cores. Some like to have more threads. Some like high clock speeds.
i7's have the same number of cores working on more threads. Games that can't take advantage of multiple threads lose performance. Games that can gain performance.

i actually built a pc for someone yesterday, used an i5 instead of an i7 and invested the saved money into a little bit of a fatter GPU.
didn't notice any difference in comparison to my own pc, which was basically the same except for the CPU. I did put in some RAM with a higher clockspeed though, my theory is you can compensate for a bit slower CPU if you fit a somewhat faster RAM.
Also: get an SSD, that shit's amazing.

Benefiting from fast RAM is situational. In my ridiculously modded Skyrim install, it is critical because 4 GB of VRAM is not enough to hold my textures, so they shuttle to and from system RAM. Underclocking the RAM results in sharp drops to single-digit framerates anytime many new objects enter view or when level of detail shifts on many objects.
If everything fits on your GPU's VRAM, you will see almost no difference.

Few games benefit from fast RAM, as far as i've found the only game is Battlefield 4 (which might mean other frostbite engine games benefit from it as well, although i haven't found anything on it yet). As long as you got 1600mhz and a latency of 9 or lower, you should be in the clear. Since most games got a problem utilizing more than 4 threads concurrently, an I7 rarely benefits gaming directly. But if you got a lot of stuff running in the background while gaming, it might help you out a bit.
