Well it's pretty revolutionary....but.....why not just widen the whole motorway. You're adding one lane to one direction, and losing one lane in another direction?
Assuming it's wider in the morning for Auckland's inbound traffic, and wider in the evening for Auckland's outbound traffic. But what if you live in Auckland, and they've made it more congested for people wanting to return home to Auckland?

100,000 people travel out between 8-9 am
100,000 people travel in between 5-7 pm
500,000 people travel out between 5-7 pm
If the lanes are 3/3 all the time then there is congestion on inbound am, and outbound pm.
If you make the am 4/2 then low congestion inbound and vice versa in pm.
Widen whole motor way = $100,000,000
Create a system that can control the flow. which also comes into affect for incidents on the motor ways too = £10,000,000
