Government obviously. I'm not an atheist, I do believe in god, but I just don't think he cares all that much about our day to day life... You have to survive in the country you live in. A decent amount of people have been given prison time for affiliations and direct conduct of piracy. Also, I believe we were strictly talking about breaking the law, not prison statements. Not all offenses of breaking the laws lead to prison, but it is still breaking the law nonetheless.
