Barcodes on kit-kat bars can be re-scanned as many times as you want.

The internationally used EAN-13 -code is made so that you can determine what the product is and where it came from, but it does not have the same type of serial number that you would see in guns and such.
I think nothing stops a product from having the same code as another product, but I have never seen that happen.

Depends on the barcode. Some are unique and once they are entered say online they are locked out (think product keys). The thing to understand about barcodes is that they are just a font. Numbers and sometimes letters are simply depicted by the lines of the barcode. Word even has barcodes as fonts available so you can technically make your own if you know which one to use.
