I have one thing to say, MIRV. Its a bit of a stretch but it could be done with just a few MIRVs and some kind of delay from say NORAD ( or other such installation that may or may not exist in the interest of keeping it safe ) The military works on a basic principle; hope for the best, prepare for the worst.
