It's not up to one person to decide who lives and dies because humans are weak and fall so easily to corruption. That's the whole point. It's not some lofty ideal that no people should be killed ever, it's that the moment you take it upon yourself to decide whether or not a person deserves to die you become just as evil as the person you are judging. This is exactly why criminals stand before a trial of their peers and not just a judge.

But that's the thing. It may sound simple, "just this time. He murdered so many people, i can open a exception". But how do you draw a line? He is not going to murder a family after that, of course not, then he get the Penguin, or a mafia boss, or a psicho, or a rapist, a pedophille, and the precedent exist, so why not, right? I gonna citade what he Said to the evil version of him from another universe: "we both looked into the abyss, but when it looked back at us, you blinked".

Here is a line.
500 people, that is a lot of fucking people, a metric shit ton of deaths but you can bet most
super villains have killed that many or more over the years but all the smaller criminals would
never get close.
Is that perfect? no but making a line is not impossible.
