Underwater nuclear tests close to the surface can disperse radioactive water and steam over a large area, with severe effects on marine life, nearby infrastructures and humans.The detonation of nuclear weapons underwater was banned by the 1963 Partial Nuclear Test Ban Treaty and it is also prohibited under the Comprehensive Nuclear-Test-Ban Treaty of 1996.
And that is if they are detonated underwater, not on the surface. There is a reason why it has been banned. Just because we used to do something doesn't mean it didn't have in impact. Also are we talking fission or fusion and what is the radioactive payload and what size. You can't categorically state that it would be fine and also, just so you know this is a humor site. That's even worse. I refer you to Castle Bravo in 1954. It was an atmospheric detonation test.
Castle Bravo was the worst U.S. nuclear accident, but many of its component problems—unpredictably large yields, changing weather patterns, unexpected fallout contamination of populations and the food supply—occurred during other atmospheric nuclear weapons tests by other countries as well. Concerns over worldwide fallout rates eventually led to the Partial Test Ban Treaty in 1963, which limited signatories to underground testing.
Long story short there is no 'safe' place to detonate a nuke.
