Phillip Has No Chill
Eric Garner didn't die from asphyxiation though, so that entire premise is just wrong. He died from heart failure in part due to chest and neck compression by the officers who detained him, but there was no signs of physical injury to the neck or chest. His death was for the most part due to health problems that the officers were unaware of. Paramedics even said he was breathing just fine at the scene.

I can't find anything saying there was no damage to his neck or chest. All I can find is that there was no damage to his windpipe (basically meaning it wasn't swollen or collapsed) or neck bones. Either way, this is one of the few situations where I think the cop was actually at fault for the death. That isn't to say Mr. Garner was a perfect gentleman because he did resist, although not violently or in a way that would warrant such a reaction from the police but he still resisted. The strangest thing about this case is that none of the cops or paramedics/EMTs that were at the scene performed CPR. I don't know whether that would have saved his life or not but it should have been done and risks leaving the city open to a lawsuit.

I understand your confusion. It's actually a conjunction. "Congratulations" Becomes "Congrat's"- Like "Do not" becomes "Don't", "Are not" becomes "Aren't", and so forth.

Congrats is an abbreviation, not a contraction, since it's just shortening a single word, and does not need the apostraphe.

You are 100% right, whoops. Don't drink and grammar, kids. English uses apostrophes to denote missing letters (like the "o" in do not) though so that's why it's technically correct, but I'm pretty sure most people don't use it.
It can be used both ways; at least that's what I was taught in school.
