Water doesn't just disappear though. It's impossible for the entire planet to have a drought in the near future without expelling said water into space or increasing the volume of the planet. If ever a drought of disastrous proportions struck any nation, they would simply turn to converting sea water into potable water, and distribute it to inner cities across the continent, effectively re-watering the once barren soil.
I repeat, water does not just disappear. Even if you drink it, you still excrete the same volume that you consumed. I mean, water can be destroyed through electrolysis, but this doesn't really happen naturally, and people aren't mass-electrolysing water, so there's nothing to worry about.
If you want to live somewhere where there isn't a drought, my advice would be to move. Water will naturally redistribute itself to the area if the people who are displacing it leave it alone.

Yes, the water has moved: to the ocean. Humans can't drink salt water. The people revolt without food but they die without water. If all that's left is salt water that we can't use human society withers and dies and it's the end of life on Earth as we exist to observe it.

Dude. You do realize it is not only possible, but incredibly easy to convert salt water into fresh water? Like, they could mass-purify sea water if they needed to.
You can remove water from urine and then drink the water. This is actually done by astronauts.
Like, all water on earth was at one point sea water that was displaced by evaporation onto continents.
Thing is, water boils, and salt doesn't. If you trap the steam from boiling salt water and allow it to condensate, the resultant liquid will not have salt in it. You will have in one container salt, and in the other, water. This is also how sea salt is harvested. This process is known as distillation; the separation of two materials using their different boiling points.

I realize that that is the case, but desalination on a mass scale tends to be expensive. I've heard of some projects in water purification which have shown incredible success in producing cheap, clean water, but I'm not sure whether that extends to desalination of the water itself or simply the removal of unhealthy materials.

I agree entirely, and it bothers me that so many people don't get what a fucking disaster this will be if we actually run out of water. Not only is California the most populous state in the Union, but we have by far the largest GDP and we produce about half of America's produce. Not only will there be a huge emigration of people (the ones who are able to leave at least), but the nation's economy, and the world's economy by proxy, would plummet and produce, meat, and dairy prices in the U.S. would skyrocket. It would fuck up so many people beyond California, and that thought is terrifying. This is why I push everyone I care about to stockpile emergency water and canned food rations; if shit hits the fan with lack of water then you will be extremely grateful that you have that shit.

Given that the ice bergs are melting we are actually getting more water. Also this earth has been around for billions of years and ocean still covers more than 70% of the planet. Trust me it will take countless billions of years for us to come close to running out of water. I assume by then we will have the technology to make a substitute to water or even clone it. That may be impossible now but a hundred years from now it could be a piece of piss

I don't think you realize how expensive that is to do on a mass scale. There are 39 million people in california, each probably consumes about a gallon or two of water, spread out through water, non-water items, and other stuff. That is 39-78 million gallons of water that you would have to desalinate every day, plus treating 39-78 million gallons of runoff that could potentially contaminate drinking water supplies. It would be 21.5 million dollars just to keep the population alive, that's not accounting for the amount needed for food production and industry, which is significantly higher than that needed for a population.
