no it does not depend on the output. a usb port puts out the same amount of power regardless if its an outlet adapter or a computer.

No, no it does not. Their are a range of different outputs. I've got three different wall adapters right in front of me that each provide different outputs.

While I do not know if any of them would actually break a USB memory stick or not, there really is no reason to plug it in anyway.

The things are poorly designed to begin with. They break and corrupt data from proper usage, let alone plugging them into a wall for no reason, which I am confident they are not designed to do. No reason to be harsh on your stuff if you want it to last.
