Everyone was calling for more Aang. More Toph. More Sokka. Those are stories that are to be told in comics and things and detract from the plot of Korra. In the first season they worked it in there but in the second Korra did everything without the need for the characters from the old show. They got the most important story done and that was Wan's and now Korra knows it too and she is aiming to do something completely different to what all the other Avatars did in a world completely different.
Back in the day the Avatar was a highly respected figure but Korra has to jump through political hoops, something most Avatars before her were either exempt from or blasted their way through, for better or for worse. There are no longer four nations. Republic City is a case of a blend of multiple nations and the water tribes are a case of diverging nations. The balance is no longer to be kept between the 4 nations, rather between men and other men.
What is more, how much help will the other Avatars really be when confronted with this new technology? Flying machines, mech-suits, battleships, speedboats. The only one who could begin to comprehend those things would be Aang. Between Wan and Aang very little changed but Korra's world is not only different on the human side but with the portals open they're different on the spiritual side too.
It's an entirely different world being helmed by a fresh Avatar unbound by the past. There is so much about the implications of that decision that just screams of 'Ballsy!' and 'Great Idea!'.

I agree, when you put it that way. I admit that I was disappointed a great deal with the whole blue giant vs red giant thing (especially on Korra's part, since she was separated from Rava in that moment and really had no explanation for turning into a blue giant) so I overlooked some of the good parts. But yeah, I really enjoyed the fact that they decided to make some radical changes, shake the foundations of the Avatar world a bit, like turning the setting towards steampunk and technology instead of relying on a more traditional formula.
