Fleas tend not to transfer to humans so long as they retain a middle range of cleanliness. My friend had a cat with fleas, it was an outdoor cat, so washing him wouldn't have helped much. The family never got fleas.

The fleas that jump off the cat has to periodically jump back on the cat to feed or else it'll jump on the next best thing when it becomes really hungry. Which would probably be a human.

They try to avoid this because human blood makes cat / dog fleas sick and after a few times they will eventually die.

Basically, if a cat goes somewhere and drops some fleas and doesn't return regularly... then you now have fleas until they die and their babies die.
My cat was an outdoor cat but only ever caught fleas twice. Still not a reason to wash it now and again though.
