He might not be wearing the thong, but if a justice system is implemented in your fortress and someone reports his crime he'll have to be brought to justice. Otherwise, unless I'm misremembering nothing really happens. Family members and friends get sad, but the now legendary leatherworker suffers no consequences for his actions. I mean, that's a pretty sweet thong.

It's the best mood because it's guaranteed to succeed, and you get an artifact out of it which might not be useful but is certainly very valuable. If the dwarf gets caught that's too bad, but you don't want a moody dwarf going insane. They might just starve themselves to death, or they could go berserk and murder a handful of dwarves before the militia gets them.

when a dorf creates a legendary artifact out of any kind of strange mood he instantly becomes a legendary craftsdwarf in whatever category the item was.
meaning you now have a dorf who can crank out amazing grade items at high speed which can boost the effectiveness of said items if they're components, cages, traps, weapons, clothing, or armor, or if he just makes a generic craft item he can make extremely high value trinkets that you can trade to generate boatloads of wealth for the fort.

then again the kind of mood that would strike a dorf to create an item out of flesh and bone is extremely rare, and it's even more rare that the specific type of material demanded would be of a dwarven derivative.
