I have to agree on your last point though, she looks to be around twelve or so. You're right on the money that she's a bit too old to not understand the whole concept of finite resources. Then again, there's a hell of a lot of adults who start frikin riots for the same reason so the lesson may have been more for the audience than for character development.

In the context of the show, I believe they had just run out of what the little girl wanted (a cookie or something) and he wasn't willfully holding back something she desired just to teach a lesson. The way your post was framed (not willfully, I imagine) it sounded like you were lumping in people who have to make choices that inconvenience one group or another for the sake of survival and the people to force terrible circumstances on people just for shiggles.
