When you're writing code, you know what you're doing so it's fine.
But if you're working with someone else, they might not, so comment your code so they do.
Or if you leave it and have to use it ages later, you'll almost definitely get confused if you didn't comment it.

So comment your code.

I've heard a few people try to make rules like "a comment every 5 lines" and other stupid shit like that.
The actual rule for comments should be: When necessary
And how do you know it's necessary? Could someone get confused? Put a comment.
Is there a reason you're doing it by method X when method Y could be used? Put a comment especially if method Y has advantages over method X, because you want people to know why you used method X, or else they might replace it with the "better" method Y and fuck up the code

Actually, if you look into it. They believed that if farmers were making more money, the rest of the economy would start making more money. So they wanted to raise the price on food so that farmers would make more money (theoretically) and then everyone else would make more money (theoretically).

Because we had starving Americans, giving it away wouldn't raise prices, and exporting it would not go over well when we have our own people starving. So what they did was make farmers produce less, or just buy it from the farmers and burn it. You know, the logical course of action.
