For an example the EU blue card, which gives skilled immigrants easier entrance to a country. Therefor you have agreed, that the immigrants should be allowed in your country. Of course there will always be some exceptions with illegal immegrants, but that is a whole other discussion. tl;dr You have accepted the immigrant policy by beeing in EU. There will always be exceptions and illegal immigrants.
