given time i would almost expect it to, there are quite a few animals which show the signs of a complex social structure and with that the ability to use complex reasoning to solve problems as is customary with complex social structures. for example many species of Corvid birds (including birds such as crows) can solve simple puzzles and even many puzzles together to achieve a goal, meanwhile dolphins, a favorite for their complex social structures, have been observed hunting in packs and using tactics to confuse fish for easy hunting. then of couse there are Chimpanzee's who have been show to be able to not only replicate a series of actions for a desired result but are smart enough to reason out of themselves the most expedient way to achieve their goals. with animals that show such promising reasoning skills at this stage i would almost expect that if humans were completely removed there would be at least one if not multiple species to advance to a primitive form of tribalism within a few million years.

The problem is language. One that can convey information not directly related to one's own survival, and one that can comprehend future events. Once that happens, it's just a quick ten thousand years or so until they could rival us.

i did say given time, at current no other species is on a level capable of advancing to civilization however many seem to be close evolutionary wise. a complex social structure is a precursor to language, and those species with the structure have very primitive levels of communication between each other. Dolphins in particular have rather evolved vocal cords and has been recorded trying to mimic human speech (which is eerily close though too garbled to understand fully), but the ability to bond socially, and hunt in groups will naturally evolve a system of communication, and if their brains evolve to the point of understanding a rudimentary system of cause to effect then they'll be able to use that communication to convey future events based on observation. from what is known now the next step is the ability to create tools that can be used to increase hunting abilities. one item thought to be one of the first inventions of humanity is a 2 stick system in which 1 has a notch on one end and the other has a sharp point, you brace the one with the sharp point against the notch and throw it almost like a spear, using the second stick to accelerate the first. it's believed to be a precursor to a bow and arrow, and even a sling shot. but yes it would take some more evolutionary advancement before dolphins, or even chimpanzee's could advance into civilization even in its most primitive form. add to that the thought that it seems religion is an intrinsic part of societal evolution, the earliest known gods were those of nature which controlled harvests, so it's likely that any other civilization will have the same foibles as humans had regarding religious restrictions.
