There is no need to follow anyone that closely unless you're being an asshole, that is the only reason. If they are going below the speed limit then just go around them, if you're both going the same speed then slow down so you're further away and then resume driving normally.

Drivers education should teach you that you stay at least three car (sedan) lengths away from the person infront of you when doing over 20MPH (I believe). That will never happen though. I usually try to stay at least a car length behind the person infront of me, depending on the speed and how bad traffic is.
Tailgating is basically when you are driving any closer than one car length. Its stupid, and is only going to get your car or someone elses fucked up.

It's better to go by second than car lengths because it's easier to judge. And even at low speeds, following a single car length is ridiculously close. Definitely would consider that tailgating, and your reaction time is not physically fast enough to respond at that distance if the car in front of you suddenly stops.

If you live in an area with high traffic, which I do, if there is any more than single car length and a half infront of you; you will get cut off, which will force you to once again make a new gap and slow down traffic. Rinse and repeat. A single car length is perfectly acceptable when traffic is heavy and going less than 40 MPH, and its realistic.
Lets face it, unless you have very light traffic no one is going to leave that big of a space open for very long; and if you keep trying to make a gap, you are going to be disrupting traffic further.

Well that's just other people being retarded, nothing you can do about that. I mean what they don't understand is that it doesn't really matter if you're a safe distance behind the person as long as you're moving the same speed as them. but people see a gap and feel the need to fill it, even though it doesn't actually get them places any faster. But I'm not going to let that force me to drive unsafely. If you're going 40 and are only one car length behind, it's literally impossible for you to react fast enough should the car suddenly stop. Not worth the risk.

The trick I was taught in drivers ed was the 3 second rule. (maybe 4 but i do 3)
find a roadside object or marking, as soon as the car in front passes it, count.
if you don't make it to 3 seconds, then you need to back up. This is to ensure for whatever reason the car in front of you slams their brakes you have enough time to stop without hitting them.

Yeah the person in the back is tailgating, despite the extra lane spaces to the left, and practically nonexistent traffic.
It's generously considered a bad thing to do, since one could easily cause an accident just because there was little to no time to react to changes.
