Nope, just controlled to varying degrees. You need a license for a bloody air rifle in Britain, but in Switzerland you get to keep your SG-550 assault rifle after your military service. It depends heavily on the country you're in. However, since we're talking illegality in Europe, it is worth noting that Britain has the highest violent crime rate of all nations in Europe whereas Switzerland has the lowest. This has been commonly attributed to the fact that everyone in Switzerland has access to firearms and has military training on how to use them which makes "soft targets" virtually unheard of, while Britain has a combination of a massive rich-poor gap and almost no legal grounds for armed self-defence of any kind, even within one's own home. It is also worth noting that before gun control was implemented in Britain, the violent crime rate was so low that most police didn't bother to carry revolvers; nowadays, if they carry, they carry fuckin' MP5s.

Yes, it hardens to the hardest of steels, so unless you are a steel cutter like Zoro your blade will either stop cold or break.

Spirit bomb decides off your intent, thats why goku cant use a spirit bomb in super saiyan because the power of the super saiyan is derived through emotions of rage which in the dbz universe is considered to be evil. Also garp is an armament haki master, armament haki is described as invisible armor ever notice garp huffs on his fist before he hits luffy? Hes applying haki, luffy realizes this after Rayleigh tells him about haki.

And for the record, I find the term "cis" pretty useless in general, too.
