Well sure, Dalek fear is more self preservation than anything, still, that fact that they called him the "predator" of the daleks do indicate some fear of him.

Besides, in rise of the cybermen (I think) it's said something like "5 milion cybermen is pest control, but one doctor... oh you're scared now," Or something along those lines.

Well I guess it is. But I think maybe human emotions in doctor who refers more to love, happiness, compassion and such. Anger is also a human emotion, and we've seen the daleks show quite alot of that. Not to mention that the daleks have been shown to fear the doctor in previous episodes.

I just always thought they weren't driven by anger itself but rather by success. In that case maybe the "fear" the daleks feels isn't fear itself but rather the recognition of something being dangerous and them being aware that they would fail, thus there would be no reason for them to do it on their own so they send the doctor?

I think it's been implied that the Daleks were designed only to feel emotions that would... well make them Daleks. Anger, hatred and fear.
