Should we not define the speed of light as the speed at which it is observable to travel though a medium of a set distance?

Well for whatever application you want, sure. But thinking the speed of light varies is a falsehood. Quantum mechanics, relativity, all of it points to the speed of light being constant. The big thing last summer about the Higgs Boson is because its evidence for the Higgs field, which permeates all of space and is the reason massless particles travel at the speed of light. It's a very weird concept, but the speed of light is always constant no matter what.
