The master had his regenerations 'reset' at one point (Im not familiar with the old series, so i don't know how) so they could easily do this with The Doctor

He got his reset by the Timelord council which I believe implies that either it isn't a physical limitation but a limitation set on by the Timelords to keep themselves from immortality, OR it's something that can be manipulation and extended.

Either way, I'm sure the Doctor will exploit this.

I do believe it was a physical limitation set by the Timelords, granted that (non-canon?) they were created on looms. Their being bioengineered would allow whatever restrictions the Council found necessary, including regeneration limitations. I'm not sure though how the Council would reset a cycle, seeing as the Master has obviously been off the loom for a hell of a long time.

It's for service kitchens that need a whole lot of bread crumbs in their recipes. I.E. Fryin' shit.
