For me, it was that Ranger Grant never spawned for me to talk to him.

From the wiki:
"It is possible to automatically and accidentally fail this quest before you take it. After you load Yes Man into Mr. House's computer, speak to him and he will tell you that there is a chance of the President being assassinated. Strangely enough, there is no option to save the president later and any dialog box you choose will automatically cause you to fail the quest. If this occurs, revert to your last save and complete For the Republic, Part 2 before you continue on with any quest from Yes Man."

Though I think you have to go with Mr. House for a time or work for the NCR until you get to the Kimball assassination mission. If you get the quest from Yes Man it's bugged.

I only ever do NCR, I think its because of 'democracy'. I also think its awesome when the Legion gets buttfucked by the NCR, BoS, the Boomers, the Remnants, and the Great Khans.

To me it sounds like a PTSD episode, a strong emotional reaction to something that reminds him of combat, he doesn't have to believe he's in combat, he just has to feel like he felt when he was in combat. He was obviously angry, he felt threatened, he was crying, this seems like someone who feels like he's in combat.

But I could be wrong, so I'll just defer to the doctors who diagnosed him.

At first glance the doctor diagnosed him with IED, which is caused by PTSD, which another doctor diagnosed him with.

He may have PTSD, but this type of behavior is not seen in PTSD cases. Episodes of attacks are very anxiety driven, based on his behavior prior to the incident and during the incident in question, it wouldn't have prompted such an episode. Normally attacks don't happen for no reason. A minor fender bender would not prompt such a violent reaction or episode. He is using his PTSD as an excuse.

I guess thats why it's a good thing the military has doctors who are aware of this stuff now. In WW2 he would've just been thrown onto the street with no support for his condition.

That does not sound anything like at all like a PTSD episode.

To me it sounds like a PTSD episode, a strong emotional reaction to something that reminds him of combat, he doesn't have to believe he's in combat, he just has to feel like he felt when he was in combat. He was obviously angry, he felt threatened, he was crying, this seems like someone who feels like he's in combat.

But I could be wrong, so I'll just defer to the doctors who diagnosed him.

PTSD can cause extreme emotional reactions to things that remind them of their traumatic events, you can figure this out from a google search, it's a listed definition of PTSD.
