Really? When I lived in Oregon all it did was scan the label, It would give you a nickel per bottle/can not per pound.

Soft drink companies heavily oppose deposits on their product , because they think less people will buy their products if they cost 5 cents more. And because in america money makes the rules only a few states have deposits. Also I think what holycrapimacupcake was talking about was metal recycling where they pay for the aluminum, there's a big difference. With deposits you get 5/10 cents per can, where as metal recycling you get 40-50 cents a lb. A pound of 12 Oz cans is about 40 cans.
Also the machine he mentioned crushes the cans and separates cans with iron in them, there would no way to weigh a single can to determine if there's rocks in it. People don't really put stuff in cans for weight because the time it takes vs the extra money you could make isn't worth it. Also people who work at metal recycling places have a pretty good idea what 50lbs of cans look like so even if you added 20lbs of rocks to 30lbs of cans they'd know
