If a program stops working the first thing to do is check if it's in ad min mode.

Right click on the Steam application, click "Run as Adm inistrator".

Alternatively you can right click, click properties, click compatibility, click "Run this program as ad ministrator" and click apply. This will have it always set to ad min mode.
