Immutability is best achieved by making sure that all people are utilitarian. Evil is a concept that generally subscribes to utilitarianism because evil is that which either goes against subconscious human thought or against the greater good of human communities, and that which humanity seeks to protect. Therefore, you subscribe to utilitarianism by believing in evil and counter your own argument for killing the perpetrator of an admittedly heinous act. Unless you can come up with a separate and sound definition of evil, this is true.
TL;DR: From a philosophical standpoint, you contradict yourself. From a scientific standpoint, you're wrong.

primal satisfaction? yes, indeed. why don't we deserve satisfaction? because someone on a higher moral ground thinks his shit doesn't stink?
humans are by base definition selfish and only moral as long as it suits them, how much worth has an utopia that is built upon the blood of good people?

By utilitarianism, being moral as long as it suits you means being moral all the time. What's moral is utilitarian. A human who helps his entire community helps himself in the process.
If a near-utopian society was reached, it would eventually morally pay for its own past misdeeds by helping everyone that lives in it.
Primal satisfaction comes second to the happiness of everyone. One's own satisfaction, from a utilitarian standpoint, and therefore morally, comes second to the the satisfaction of the entire group. If you believe that your satisfaction is greater than anyone else's, then you're part of the problem and need re-integration nearly as much as a guy who blows up a fucking cat.

I get along great with just accepting with the shit that happens to me, whether it's my fault, someone else's fault, or just "destiny".
But not everyone can do that, some people require satisfaction.
Just like attention whores that need attention to satisfy themselves, everyone has needs.
Disregarding the need of an individual for the sake of the good of the community is just a different side of the evil coin.
in the same regard, if you expect everyone to be a part of your "utilitarian" ideal, each and every person will begin to reject the ideal once they've been denied their needs by your moral.
I won't deny that my view is extremist, but yours is just as bad.

Satisfaction can be reached through means that don't hurt others. Whoring for attention doesn't hurt others if it's done with limitations.
I'm not suggesting Marxist/Stalinist communism, as you seem to think. There's no need to let go of one's own needs and be unhappy to achieve a greater happiness. The greater happiness is one's own happiness. It's like Christmas. Giving and receiving presents makes everyone happy, as opposed to stealing something you want, which only makes the thief happy.
And don't put utilitarian in quotes. It's a well established idea. Oh, and utilitarianism isn't Kant's idea or compilation of past ideas. That was my mistake.

a lot of criminals aren't screwed in the head or something like it; they've just had a tough life. lost their sight of morals, stopped caring for others.
I've never committed a crime, but I've been there. It took me an emotional shock to get back on straight, but the other side hasn't left me either.
you can't base your world of utilitarianism, nor can you base it on whatever the opposite is. the only real solution is a good balance, and if some cruelty has to come along with it, then that's a cruelty that's necessary.
or, as my favorite fictional character says, "I think there are some things that you have to do, even if they're a crime. Someone has to do them, even if it means taking the blame."

Because China is starting to get pretty offended at some of their depictions in modern media. They only let so many foreign films get into their country legally (I think it's something like 100 or so) per year, and they REALLY wanted to get Iron Man 3 in the country. So, Marvel Studios worked with China to get some actors from the country in the film, reworked the character of the Mandarin, and everyone was happy.
On a side note, if you'll remember the Chinese dude with the Extremis and the Chinese surgeon taking the Arc Reactor out of Tony's chest? Yeah, they were in the film for a collective minute and a half, but they got nearly equal billing with RDJ in foreign releases, especially in China.
