It's a thing when because of your degree they HAVE to pay you more, so instead of hiring you they hire the next guy in line who will take 10k a year less to pay for than you.

Pay for the job, not for the education. If his higher-level skills become important, give him a raise to compensate.

They don't HAVE to give raises though, so the guy with the diploma can be forever given a shitty salary no matter what he does. I mean, bosses can just be asses and that's that. My mom who has been teaching at a school for over 12 years recently got 10 grand taken off of her salary because all of a sudden they changed their minds and decided they didn't recognize one of her diplomas because it was taken in a different state/province despite her spending her 2 years in university to get that diploma.
