The hero association knows how strong he is, but it seems they can't just bump him to the highest level. Remember he still pretty much failed the written test, so I guess he'd need to prove he's worthy of the spot. Also it might just be a publicity thing. A lot of normal people hate him, it might be bad publicity for the hero association to make him S class

But using that logic, sith and Jedis should be called like those before them. It makes the whole difference. Dark Side or light side user does not = Sith and Jedi. Just two different ways to utilize force for what you believe is the right way.

The code is a guide to help you better understand/use the side of the force
The sith code is just a line of actions that improve your power and how you should act to become stronger with the force and the jedi code is based on how to use the light side without getting corrupted
