 West Coast Supermutants are intelligent, but only those who were created from people from the vaults, in other words those who were untouched by radiation. Those that were irradiated, like the wasteland settlers, turned out into dumb brutes. East Coast Muties are basically orcs because Bethesda wanted Mutants in their game, but had no good idea what to do with them, other than making them another type of enemy.  Whatever intelligence they possess is simply directed toward killing humans. They train smaller, dumber mutants as suicide bombers, they use larger mutants as mules and gate-crashers, the most common ones are using scrap as weapons and amor in a standardized fashion. Super Mutants generally ARE smart, but their sterility ensures that only the outliers actually care for survival and possess the reasoning power necessary to ensure it. Bethesda really nailed Super Mutants in this game. They're like big, green Gurkhas. Fatalism and resilience combined to form an effective fighting force. They don't want to die, but they don't care if they live, either. #22 -
