So all this bullshit they're pulling isn't exactly passing the savings onto the customer.
so why are new games on steam $60? mass effect, cod, assasins creed, etc were all pretty normal priced: $60
Actually that's because game retailers still sell games. You see, they're the real monsters here. And if they actually behaved like decent human beings and paid devs back even the slightest for used sales this problem wouldn't exist.
Anywho - they refuse to lower prices. A bunch of developers actually said they wanted to lower to $40 on release to get more people to buy - retailers like Gamestop said if they did that they wouldn't shelf the game. That means gamers couldn't actually buy the games, and therefore the game would die.
Steam has to follow these price rules. GameStop says $60 for EVERYONE. They can't give Steam the discount or the product will go off shelf. On the other hand, look at how many huge sales Steam has that retailers just can't do. Look at all the non AAA games not stocked in retailers that release at $20 or $30 price points.

But, here's why even he is wrong in the consumer's eyes, and I'll use the same example as I did before:
I have two roommates and we all have PS3s. One of them goes out and buys Fallout: New Vegas. He plays it on his PS3 in his room. When he's not playing it, he lets me borrow it so I can play it on my PS3 in my room. Boom, we're both happy.
Now, when the xbone comes out, it will be just like steam, meaning cheaper games. However, not as cheap as Fallout: New Vegas currently is. Let's say my roommate buys a new game on xbone for $29.99 (estimation), that's pretty cheap for a brand new game right? Well, guess what, I can't play that game at all unless my roommate let's me play it on his console under his name.
Or, of course, I could buy it. Those are my only two options:
1. My roommate loses his privacy by allowing me to play a game under his name.
2. I buy the same game which means there's multiple copies in the same household.
Consumers don't want that shit.

I would suppose just check if someone who owns the game is signed in to the one.
maybe its like if the guy who owns the games profile is on the xbox but not signed in other can play it. or maybe he can just be signed in in the background. like on a second con

I use steam from like 5 years ago. And yup, it's sort like steam, but...Steam got great daily discounts, alot of offers... And you see, right now War Z value today it's 3,24 €.
The Witcher franquice it's in 7 € . 7€ for 2 AAA.
Kane & Lynch 3,50€.
I don't think Microsoft's going to do offers like that. Nope.
