There is a difference between lying in court and presenting a case. One is based on fabrication of evidence and one is based on solid evidence.
If it can be proven that the plaintiff (the 'raped' person) explicitly lied in order to get the defendant (the 'rapist') in trouble then the plaintiff gets in trouble. That's slander and libel.
Which is perfectly reasonable. The problem is the punishment is not severe at all. Not only that the court system favors women in these situations and a jury can be convinced that rape occurred when it in fact didn't. The punishment for lying about rape is not nearly severe enough.
People here keep saying 'it's just a lie' and 'the punishment needs to be proportionate to the crime' and I say: how do you measure proportionality? I think the basis should be the effect of your lies on the other person were you not caught.

Sure we can't test for lies, but we can still prove them. If later a chat log on facebook is discovered between the plaintiff and their friends and they mention that they are lying then it's basically over. There would have to be a second case to determine if the plaintiff was lying, but, particularly with electronic communication, it's basically in the bag at that point.
And because they wasted the resources of the court and tried to slander and committed perjury they need to be punished. The punishment needs to be proportionate to the crime, and in order to judge proportionality, I think, you need to look at the consequences of what would have happened if the plaintiff was not caught lying.

Then someone gets away with it, that's why the punishment has to be more than a slap on the wrist; to discourage it from occurring in the first place. But it comes back to how do you define the punishment for something that is mostly based on morality. I think you base the punishment on what the effects of their actions would have on others.
We send murders to jail for ending the life of another person. That's bad, but wouldn't ruining someone's life be just as bad, if not worse. Most of the murdered people were not framed for a crime they did not commit and have every aspect of their being invaded and stigmatized. Carry around a sign that says 'I'm a rapist' and see how long before someone confronts you. Now imagine that you have to carry that sign. That is the stigma of a rapist, and while it is necessary for those who have raped it takes so much away from those who didn't.
I think those who lied about something that can be that damaging to someones life needs to carry a sign of their own. It shouldn't say 'rapist' because they aren't a rapist. It has to be proportionate to the crime. It should say 'liar'.
