No, it works the same way as siphoning gas. Once the flow is started, gravity carries the fluid down and out, but something has to fill the void left behind it, so it sucks the rest of the fluid down the pipe.

Pythagorean Cup - How it works?

The first video is of a Pythagoreas Cup.
Think about it this way, the water (wine in the case of the post) is pouring through the tube or whatever you want to call it, and out the bottom. In order for it to stop, air would have to flow through it, instead of water. Where is it going to get the air from if water is the only thing on the outside of the hole? It will just keep pulling water through until there is no more water and only air will flow through, eventually slowing and stopping. The force of gravity on water, is enough to keep the water flowing downward, but when air reaches the inside of the tube, it will stop flowing because air doesn't just flow toward the ground, due to a much lower mass. It's the same concept to siphoning gas from a car. The second video is about siphoning. The Siphon
