Child porn isn't legal in Japan. Whoever told you that was lying. Even "normal" porn has to be censored by law in Japan.

i have just read that you dont get arrested for downloading it. and, for what i know, there should be a law who forbit to the porn producers to release uncensored material, but every japanese is free to download and see uncensored western porn. again, i might be wrong but this is what i know

Not a stupid translation, that was the original ad campaign here in the US and Canada. The commercials would say "NO MORE TEARS" as a kid wiped it from their eyes with a smile. False advertising, is all.
