Not really. They are clearly poor, which is why the cop gives them stuff. It is statistically proven that poor people have a higher chance to start committing crimes to feed themselves.

IPT only requires someone from the inside to invite you but what.cd requires an interview and I heard it's kinda tough. The thing with private trackers, though, is that you have to seed everything you download (most of the time) to a 1:1 ratio. You downloaded a 10 GB file? Seed it for 2 weeks or until you seed 10 GB for that file.

I'll give you a short definition from Wikipedia real quick:
"A private tracker is a BitTorrent tracker that restricts use by requiring users to register with the site."
So, this basically discourages lawyers, corporations, whatever, from signing up/getting in as it requires extra effort on their part and these torrents are all a part of a single network of users, so the trackers on the torrents themselves won't be using public trackers from perhaps piratebay or some other public trackers. A good analogy is that torrenting is like a tree, people using public trackers are low-hanging fruit for ISPs and companies to sue while people using private trackers are more safe. I encourage you to do your own research as I do not know much about networking, etc.
