Hats are cosmetic items that don't have any benefits in game.

However thanks to discontinued hats and limited editions in hats there has been a whole economy build around it. While you can find and craft hats which mostly don't have that much value (18 weapons - 50 weapons) They are mostly useless and not any value. But they can be the ticket towards trading them until you reach a hat that can be worth 100$-1000$-10000$

Hats can be found from random drops, although it's very unlikely. Usually you get weapons or crates. You can combine weapons into metal which you can use to craft random hats, although that takes a ton of metal. You can also get them from opening crates using keys which you have to pay cash for. You can also trade for all of these things if you have a premium account, which you can get for buying anything in the store. I believe the cheapest item is 40 cents or something
