With these kinds of laws it will create a spiraling effect and govt will abuse it like it always does to label criticism as hate speech.

You can basically say whatever you want as long as you don't threaten legit violence to any group (racial, national or whatever) OR trying to push other people to use violence. AND even then in most cases nothing will happen.

In this case, comments like "we should all put them in gas chambers because they are filthy subhumans, who deserve nothing better. Kill them now or we will do it" were mostly likely deleted. If someone said "Refugees are killing our economy, because of blah blah blah" nothing will happen.
