The population of a country has nothing to do with whether a show is popular there. It's more to do with the culture. Maybe people were more interested in the hundreds of british sitcoms available.

I believe the generally only the popular american shows are cleared for translating and locating in foreign countries, and you say a show's success doesn't matter wether it gets translated.
