You are wrong. Libraries have access to books at the same time bookstores do. In compensation however, they do pay money to the authors. Because nearly everywhere libraries are government institutions, this means the local government will pay a sum of money to the author/publisher.

It differs from country to another, but in short: yes, the government pays the author by loans. The amount differs from the contract between authors. Bigger and more popular names get better pay.

It's very complicated. In my country (Belgium) it's pretty much a patchwork arrangement where the government pools together a sum of money based on the amount of library members and then divvies it up according to populairty estimates.

Perhaps where you live, but I've requested books that weren't out yet from my city's library and was able to pick them up the day after the books came out.

I'm not sure how long it takes for them to become available at the library, but it's not very long. If it's a popular book, such as the Harry Potter books, they probably have it pre-ordered. Even if it's not popular it doesn't take a couple of years to get, unless you live in a shitty small town and even still you can have a book shipped for free from a different library. Bookstores exist so people can buy books. You can't really buy books at the library (now they will sell old books that they no longer want to make room for new ones or you borrow a book and "lose it" and opt out to pay for the book to be replaced).
