the reason he did it is because shanks used to serve on a pirate ship under Gol D. Rodger (the pirate king). However when he met Luffy (the kid) Luffy said and acted the exact same way as roger, making him want to save luffy. Also, Luffy got thrown into the water and couldn't swim (devil fruit) because of what happened to shanks, making him feel partly responsible.

I think the rest of the world would say it 6 March, 2013. So they say it the way they write it as well. . . and we're not normal because there are only a few (2 or 3, I think?) that write it mm/dd/yyyy. Even our military and government recognizes this is a stupid way to do things, which is why we use the metric system instead of imperial in day to day operations, and we use dd/mm/yyyy. Soon us in the military are probably going to start using Celsius as well. . . I know my commander has been talking about it. America will eventually switch over to all these systems, but we have not yet. From what I understand, when we tried, a lot of teachers weren't teaching it as well as they should have, or were neglecting it, so we kind of gave up.

As an American, not sure why you got thumbed down, other than that you were a little pretentious about it.
It isn't that hard to learn and use either way, but it does seem more logical to go in order of amount of time designated (dd/mm/yyyy).
Not like it's that big a deal though. Timekeeping in general is really horrible, and dates back to Egypt I believe. Not like it's Fahrenheit or the English ruler or anything though.
