How it's supposed to work is if you're tried for a crime, and found innocent, no one can say shit to the contrary no matter how much they don't like it. That way, people can't just say "well we'll keep trying him until he's found guilty!" even though the truth might be that he's innocent, and the collective trying to get him hanged is emotionally biased.

But, if new evidence comes up, like a new witness testimony, or new physical evidence, then the state is allowed to review the new evidence, along with the old evidence, to see if maybe the guy was let off under an incorrect verdict. It takes into account the idea that the court system might have been wrong in the initial trial. Plus, it makes it where people can't just hide behind double jeopardy when they get off the first time despite new, extremely convincing, evidence, like in the content, comes up that shows he did it.

Unfortunately, laws never quite work out how they're meant to due to people bending them through loopholes and technicalities.
