If you adress a person (e.g. last name Smith) in a formal kind of way, you call them "Herr Smith". A women is referred to as "Frau Smith".

I'm not german, but I'm dutch so I believe that is close enough.

Der Herr is not a word used for a man in general, the word for that is Mann (with a capital, german is weird that way)

The sentence you'd be looking for is 'Dieser Mann spricht Deutsch.'
Dieser being this, Mann being man. Easy enough.

no. the term "der herr" is used quite frequntly in germany, especially when sublime language is required.

"Der Herr" is more politely then Der Mann and more "old speaking".
Der Herr is also a honorific (hope this word is correct).
