in terms of length, it is fair to compare one piece to the odyssey. both are epics that span over many years and loads of places. true that oda said that one piece was originally going to only be written for a few years, but it is better that it has become longer. the setting is more engaging and the characters are more well developed. sure it would be one thing if every arc was exactly the same and there was no development in the plot but that does not really happen in one piece. every arc reveals a new twist or idea that addas to the overall story
one piece is far from confusing. the story is very understandable, unlike most manga or japanese video games (bleach and kingdom hearts for instance) and if you are confused theni can explain. and you miss the point of the time skip if you really think it was because oda is put of ideas
