For the first time this year, the voting operated in a manner that gave a lot more weight to the viewer's votes.

I guess a lot of people liked Poland's act. Fucking distressed emo jesus.

Ok, this is just speculation, but this is how I think it went down. So basically what they do is they "have a jury" which is a fancy way of saying "we rigged the game to be interesting". Basically, I hypothesize that they get the viewers' numbers a bit before, do some math and make up some numbers themselves, give them to each country to say something, eventually making somebody narrowly win by "the public vote," in the end making people feel like they made a difference.
That's how poland got 7 points at first.
Germany got 11 because there had to be a last place in the algorithm, and people like feeling like the expert is representative of their opinions, but they also like winning and hence the disagreement in placement between the jury and the public.
