Really depends on the budget, but a high end system that most people would be able to afford and will handle 1080p in just about any game at high / max settings:

GTX 970 / R9 390 (Both roughly equal in performance, a few variations from game to game. 970 has less memory but the 390 uses more power, though memory isn't an issue even at 1440p)
8-16GB of RAM (8GB is enough for most games, but GTA 5 is pretty brutal)
120-240GB SSD (240 usually has a lower price/GB)
1TB / 2TB / 4TB hard drive (1TB gives slightly less value)

(8GB being sweet spot for a gaming PC. More RAM if you would edit or multitask or even stream)
STORAGE: At least 1 SSD for a quick boot device preferably 120gb. Then a regular HDD for mass storage.
