Yes and no seems like a cop out, but yes and no. It isn't so much that collecting rainwater is illegal, in fact some states incentivize that kind of thing with tax benefits. However, collecting enough water to affect the local ecosystem is.

There was a guy a few years ago that everyone thinks was arrested for collecting rainwater, but it was more because of artificial reservoirs (dams) he was setting up on channels on his property without a permit. He was storing enough water to fill several olympic swimming pools. This lead people to believe that rainwater collection is illegal in Oregon, but it's not.

TL;DR: It really isn't, you'd have to collect a fuckton of water.

People do that kind of thing somewhat often in cabins and such, I believe. Collect water enough to drink / clean with, and there's no problem.

You'd have to collect a lot. The purpose is to prevent people from collecting an amount that could interfere with the rest of the area. If you collect a large moat's worth, you might see decreases in nearby water sources and whatnot, as well as drying up nearby areas that you might not even own.
