He's referring to the period where they changed gold per kill to give you a substantial amount for killing an enemy hero that has higher XP and net worth than you do. It ended up in carries who got ganked once or twice getting a last hit on an enemy support who happened to be a few levels higher than them and suddenly gaining like 3 levels and hundreds of gold.
The reason they did it that way was because they wanted to try and move away from the crazy early game push meta that plagued TI one year, with the grand final set lasting like half an hour. It was a pretty big deal that wasn't really popular because of the fact that it became really risky to gank a carry over and over for fear of accidentally getting killed by that hero later and instantly propelling them to late game strength.

It was an honest attempt that, while technically didn't backfire and the meta moved away from early game push, changed the tempo of the game so that time wasn't necessarily a good indicator of how strong a hero can be reasonably expected to be, and it made lineups heavy in cores viable by simply fighting all game knowing that if you get behind it's alright because you can get it all back with one win.
The rubberband mechanic was a mechanic introduced after a HEAVY snowball meta in which one team would pick a lot of push like razor, dp, nigma, chen and take all the outer towers by like 10 mins which would give them a HUGE early advantage that they could use to end the game by about 15-20 mins. The rubberband mechanic made it so that the team with the lower networth was given much larger bounties if they were significantly behind. Because of this if the aggressive team with the networth lead made any error they had a real chance of losing despite their huge lead. Things like 20k networth swings were very common. It coined the concept of "winning is losing" because being ahead meant you could easily lose.

Nothing tops the Jolly Rancher story.
Steve and his girlfriend Samantha went off to college in August. She went to Florida State, he went to Penn. So, she decides to fly to PA to visit him. He was really happy to see her so he decided to give her some oral action.
He had done this numerous times before and he always enjoyed doing it...but for some reason, this time, she smelled really horrible, and she tasted even worse. He didn't want to offend her though because he hadn't seen her in months...so he put a Jolly Rancher in his mouth to cover it up, even though it didn't do much to help.
In the course of eating her out, he accidentally pushed the candy inside of her... and stuck a finger in to grab it out. He took it out, and put it back into his mouth and bit it. Only...it wasn't the Jolly Rancher.
It was a nodule of gonorrhea.
As in, the blister-like structure that gonorrhea makes filled with diseased pus was the size of a fucking Jolly Rancher and the poor guy BIT it. I guess it was really dark in the room. He freaked out and started vomiting all over the place when it exploded in his mouth...
He demanded to know what was going on, turns out she had cheated on him at a club like, the first week of college, and fucked some random guy and the stupid bitch had no clue what was wrong with her. She noticed a strange smell though.
So now, Steve is freaking out that he now has gonorrhea of the mouth and God knows what else.
